In 1978, under the impetus of its socialist mayor Charles Hernu and his cultural councillors, Villeurbanne embarked on an innovative cultural policy designed to "encourage encounters between residents, citizens and the act of culture, whatever it may be". The same year, the city welcomed the New Museum, which was to become the Institute of Contemporary Art. For its public spaces, parks and gardens, the city commissioned a series of ambitious works from leading artists. Enriched over the years by other sponsors, this contemporary collection, a veritable open-air museum, is in many ways exemplary.
